Greg Mays

President and Chief Executive Officer

Greg Mays is Chief Executive Officer of Air Transport Services Group, bringing more than 30 years of experience in aviation, airline operations, and MRO leadership. He is a seasoned executive recognized for driving operational excellence, fostering strong teams, and guiding organizations through transformation and growth.

Prior to joining ATSG, Greg served as Executive Vice President and Chief Operating Officer at Sun Country Airlines. During his tenure, Sun Country successfully executed its Initial Public Offering (IPO) in March 2021 and was responsible for leading the safe execution of growth objectives across safety and security, system operations control, flight operations, inflight, ground operations, and technical operations. Prior he held senior executive roles at Alaska Airlines and spent more than a decade with Delta Air Lines. Greg began his career with The Boeing Company as a design and test engineer on the International Space Station program.

Greg holds an MBA from Emory University and a degree in Aerospace Engineering from the University of Alabama. Throughout his career, he has been recognized as a people-focused and driven leader with a proven record of empowering teams and achieving results. At ATSG, he is committed to building on the company’s strong foundation by emphasizing safety, operational excellence, sustainable growth, and profitability while creating opportunities for employees, partners, and customers.

Josh Carter

Chief Legal Officer

Josh Carter was appointed Chief Legal Officer and Secretary of Air Transport Services Group, Inc. (ATSG) in August 2025. He leads the company’s enterprise legal, compliance, security, government affairs, and internal audit functions, and serves as a key advisor to the Board of Directors and executive leadership on governance, regulatory matters, enterprise risk, and strategic transactions.

Mr. Carter brings extensive experience across the aerospace, defense, and energy sectors, having held senior legal leadership roles at TE Connectivity, GKN Aerospace, and Marathon Petroleum Corporation. His background includes advising complex, highly regulated businesses and supporting global operations in both public company and private equity–backed environments. He began his career with the U.S. Air Force, where he served as a supervisory contracting officer responsible for major aircraft acquisition programs.

Recognized for embedding legal strategy into business execution, Mr. Carter focuses on enabling disciplined growth, navigating regulatory and compliance complexity, and strengthening governance across multi entity operating platforms. His experience spans mergers and acquisitions, government contracting, investigations, compliance transformation, and complex commercial and operational matters.

Mr. Carter holds a Juris Doctor degree, magna cum laude, from Capital University Law School and a bachelor’s degree from the University of Dayton. He is a graduate of the U.S. Air Force Air Command and Staff College and completed the Mini MBA for In House Counsel at Boston University’s Questrom School of Business.

A native of Jamestown, Ohio, Mr. Carter previously worked at Airborne Express in 2002 supporting night sort operations. He maintains a deep personal connection to ATSG’s heritage and remains strongly committed to the company’s mission, people, and long term success.

Todd France

Chief Commercial Officer

Todd France stepped into the role of Chief Commercial Officer for Air Transport Services Group in August 2024, bringing more than two decades of experience within the company. Since joining in 2002, he has taken on increasingly complex leadership roles, shaping key areas of ATSG’s business along the way.

In addition, Todd serves as President of Cargo Aircraft Management, a position he has held since 2022, overseeing the company’s aircraft leasing operations. Before that, he led Airborne Maintenance & Engineering Services as President, guiding the business through critical growth and innovation from 2020 to 2022. His time at Airborne also included leadership roles in business development and operations, where he played a pivotal role in expanding the company’s capabilities.

Todd’s career began at ABX Air, where he gained extensive experience in ground and hub operations, holding leadership roles that gave him a deep understanding of the air cargo industry’s inner workings.

A graduate of California State University, Fresno, with a degree in business administration, Todd combines strategic vision with hands-on industry expertise to drive ATSG’s commercial success.

Matthew Scagnelli

Chief Human Resources Officer

Matthew Scagnelli joined Air Transport Services Group as Chief Human Resources Officer in 2026, bringing more than 25 years of human resources leadership experience across the aerospace, aviation, manufacturing and consumer industries. In his role, he leads ATSG's human resources strategy across the company's portfolio of aviation and logistics services businesses, helping drive organizational growth, talent development and employee engagement.

Prior to joining ATSG, Matt served as Chief Human Resources Officer at Leaf Home. He also held the CHRO role at MB Aerospace, where he helped lead enterprise transformation and talent strategy initiatives. Earlier in his career, he spent 17 years with General Electric in a variety of human resources leadership positions, including Executive HR Leader for GE Aviation Services, where he supported teams and operations across multiple global locations.

Throughout his career, Matt has led large-scale organizational transformation efforts and developed strategies focused on talent management, succession planning, leadership development and business performance. His experience building strong cultures and high-performing teams positions him to support ATSG's continued growth and long-term success.

Bill Trousdale

Chief Financial Officer

Bill Trousdale was named Chief Financial Officer of Air Transport Services Group in 2025. He is responsible for overseeing the company’s global financial strategy, including financial planning and analysis, treasury, corporate planning, reporting, and capital management across ATSG and its subsidiaries.

Prior to joining ATSG, Trousdale served as a senior finance executive at Sun Country Airlines, where he led Financial Planning & Analysis, Treasury, and Corporate Planning. He began his aviation career at U.S. Airways in a variety of corporate finance roles before joining Northwest Airlines, where he led FP&A during its 2008 merger with Delta Air Lines. He later held senior leadership positions at Laureate Education with responsibility for financial planning, treasury, and large-scale financial transformation initiatives.

Trousdale served as a Nuclear Submarine Officer in the U.S. Navy aboard the USS Simon Bolivar. He earned an MBA from Northwestern University’s Kellogg School of Management and a Bachelor of Science in Mechanical Engineering from the Massachusetts Institute of Technology.
